Our People
Russell Joseph
President:
Russell, a Dromana local, has worked in construction all his working life and currently operates his own business as a construction manager. After a brief period working with government, Russell saw first hand the growing need in our community for affordable housing for our most vulnerable community members. He identified the need for an alternative funding model for affordable housing, a model which would be sustainable, ongoing and locally managed. This was the start of the vision for Peninsula Community Housing – for our own community to fund and build the accommodation we so desperately need.
Ken Northwood
Treasurer:
Ken is a retired Solicitor and retired Senior Army Officer. After leaving the Australian Regular Army Ken served for three years as a Member of the Refugee Review Tribunal. A member of the Australian Institute of Company Directors he is currently Vice President of the St Vincent de Paul Society (Victoria) and a member of the Board of Directors of St Vincent de Paul Victoria.
Ken is a long standing servant in our community with affiliations with local churches and charities, in particular, as long standing President of The Southern Peninsula Food For All Inc.
Ian Story
Vice President:
Ian brings a wealth of practical and professional experience to the board via his Diploma of Production Engineering, and Certificate of Business Studies.
Ian is a Fellow, Institute of Public Accountants (retired) and has been employed by Victoria Police, Sharebrokers and the banking sector for many years both for local and international banks.
Ian has been actively involved in many community organisations locally since retirement in a range of consulting roles including being a Habitat For Humanity committee member.
James Hazelwood
Director of Hazelwood Homes, Philanthropist
Hazelwood Homes is a small business committed to doing its part to make cities and human settlements inclusive, safe, resilient and sustainable whilst delivering visually pleasing projects for clients. Spearheading the organisation is James Hazelwood, a second generation builder. A visionary individual, James identified an opportunity to contribute to the Sustainable Development Goals in 2020 and since that time has deployed resources to support Peninsula Community Housing while understandingsustainable and resilient buildings to reduce building waste to landfill.

Elizabeth Woolcock
After working in the corporate sector for some years, subsequent to running a small business, Debra’s passion progressed to the government and political environment, commencing work for a former State Member of Parliament in the Nepean electorate.
She also presented a Breakfast and Current Affairs program on local community radio station RPP FM.
She served the community as a Councillor and Deputy Mayor 2020 – 2024 for the Mornington Peninsula Shire Council advocating for the needs of communities and caring for the environment and native wildlife.
She enjoys involvement in volunteering with local community groups and committees, loves gardening and playing the piano.
Bill obtained his degree in Architecture (with design hons.) from Melbourne University in 1971.
Shortly after Bill relocated to England and was appointed Architect to volume home builder George Wimpey Constructions doing mass accommodation and commercial projects in UK, South Africa and Europe.
On return to Australia Bill was offered numerous senior architectural positions for a range of firms including TAA, Mercedes Benz and some of Australia’s largest architectural firms.
Bill went on to achieve a post-graduate MBA at Melbourne University.
He has extensive experience in the design and planning approval of low/medium density town houses as well as high rises and PCH are grateful for his experience and design acumen being brought to our benefit.
Bill is passionate about the Mornington Peninsula and is acutely aware of the need to build more affordab le housing.
Elizabeth is a long time local, having lived on the Mornington Peninsula for many years.
Elizabeth commenced her career in the cosmetic industry, where she worked as State Training Manager for Victoria/Tasmania and Product Manager for Christian Dior.
Elizabeth has a background in business, owning her own business for 10 years in Mornington, during which time she was involved with the Mornington Chamber of Commerce and the redevelopment of the township of Mornington.
Elizabeth stood in the Mornington Peninsula Local Government elections in 2024, during which time she saw first-hand the need for leadership in the area of housing.
During her years studying part-time for a BA degree, she worked in administration in the building industry, gaining knowledge in this area. She is currently completing a master’s degree.
